Several comments.
1st. It makes sense. He mostly worked in defensive capacity with various gov'ts across areas where there were wide ranging security issues, but the involvement of the mercenary groups he worked with, was primarily DEFENSIVE in nature, maybe with the exception of some false flag and terrorist attacks he's done for CIA, if any. This is inaccurate. China is avidly deploying personel that has the necessary expertise, that means that these people cannot simply rely on externally obtained equipment, but must be able to maintain, tool and repair it indigenously. Also, China seeks and is pursuing superior world leading technologies with unprecedented capabilities which is not fielded by any other countries. This is mostly advertised in the press in non-military domains like super-computing, quantum satellites, satellite relays, genetic program aimed to increase China's intelligence population wide, large infrastructure and science projects like telescopes or dark side Moon landing, first successful closed habitat, peta-watt level laser technology, weather control and things like that.
China does NOT advertise military capabilities that other countries do not have. Doing so would immediately create the incentive for competitors to field their own capability or at least try. For sure they'd attempt to steal it or at the very least copy portions of systems that are not deployed by other countries but which are useful.
